Mobility scooters are categorized into Class 2 and Class 3, each subject to specific regulations.

Class 2 scooters are not allowed on roads except when crossing, and users must adhere to pedestrian rules.
Class 3 mobility scooters have a maximum speed of 8 mph and are suitable for road use. To use a Class 3 mobility scooter, individuals must be aged 14 or older. Unlike Class 2 scooters, Class 3 vehicles require registration with the DVLA, and users must follow road rules. If your vehicle is not registered, register it by filling in: form V55/4 for new vehicles. form V55/5 for used vehicles.
Powerchairs are generally not subject to the same legal requirements as mobility scooters. However, users are expected to operate them responsibly and considerately. Both mobility scooters and powerchairs are not allowed on motorways and must adhere to specific guidelines to ensure safety and compliance with the law.
Contrary to popular belief, you do not need a driving license to have a mobility scooter, nor do you need to be insured, however GOV.uk states that you can only drive a mobility scooter or powered wheelchair if one of the following applies:
